Working at the Government Office

There are currently about 160 people working at the Government Office. Most of the staff of the Government Office are apolitical civil servants who remain in office in the event of a change of prime minister or government. The advisers to the prime minister are the only employees at the Government Office, the duration of whose employment is linked to the term of office of the prime minister.
  • Our staff includes many young people who are well-educated and eager to learn. More than a third of the staff are under 35 years of age, 90 per cent are university graduates, and the average length of service in the Government Office is nearly six years.
  • In recruiting and developing staff, we use termed rotation between agencies to help employees gain experience and increase our cooperation capability. Almost a fifth of our colleagues are here on rotation. We ourselves have rotated staff to ministries as well as to the European Commission and the Permanent Representation of Estonia to the European Union. We also offer the possibility of internal rotation.
  • As an employer, the Government Office offers the opportunity to support the government and the prime minister and help ensure good governance. We appreciate employees who value openness, excellence, and integrity. We all share the let’s-do-it mindset. When you join us, you will find the best working conditions and great colleagues to support you.
  • We support the comprehensive development of our employees in Estonia and abroad. Enriching your skills and knowledge is important to us. At the Government Office, you will get to know both your own field and the system of governance in general. In addition to traditional trainings, we offer the possibility of study trips, internships, and rotation.
  • The commitment of our staff to their work is above the average for the civil service and for ministries and constitutional institutions, and well above the average for the private sector.
  • According to a survey, the employees of the Government Office are satisfied with both monetary and non-monetary recognition, management, their team, the content of their job, and development opportunities. At the same time, the workload at the Government Office is relatively heavy.
