This led to the question of how climate-neutral food production could be achieved. The Ministry of Rural Affairs, the Centre of Estonian Rural Research and Knowledge, the Ministry of the Environment and the Rural Development Foundation worked together to explore possible answers.

The project found that, for many agricultural producers, remaining economically viable takes precedence over environmental and climate objectives. This is especially the case when producers feel that those who do not operate sustainably are placed at an advantage. Instead of punitive measures, producers expect support and guidance from the state, as well as clear communication on how climate objectives are to be achieved.

One of the proposed solutions was a sustainability traffic-light e-service that would enable agricultural producers to assess the current sustainability of their production and identify changes that could help them move towards more sustainable food production.

The Ministry of Regional Affairs and Agriculture has received funding from the Public Sector Innovation Fund to develop the methodology and create a prototype of the sustainability traffic-light system.
