Innovation Projects

The project focuses on children and young people aged 11–26 who engage in high-risk behaviour and are leaving prison, a secure care institution or multidimensional family therapy. The aim is to support their safe reintegration into the community and help them achieve age-appropriate independence.

The inclusion of young people’s families and close support networks in the project’s target group reflects the recognition that children and young people do not receive sufficient support when returning to the community.

The project tested the “Breaking the Cycle” approach—an intensive network-based cooperation model for young people leaving secure care institutions.

The project team included representatives of the Social Insurance Board, the Ministry of Justice, Viru Prison, Maarjamaa Education College, Tallinn Children’s Shelter and Rapla child protection services.
