Innovation Projects

Public sector innovation projects are funded through the Innovation Fund and the Innovation Programme. During the current EU funding period, the Innovation Fund supports projects that seek solutions for implementing the changes identified in the Estonia 2035 strategy by applying new knowledge and technologies. The Innovation Programme is an approximately eight-month design-thinking-based programme for developing public services. Since 2019, four Innovation Programmes have been carried out, involving a total of 26 projects.

    2.1.1. Needs-Based Estonian Language Training and Counselling for Adults of Other Nationalities

    Linnaväljak, taamal kõrged kortermajad, esiplaanil käsitsi kirjutatud venekeelne plakat.

    The Estonian language learning project for adults focused on the needs of different learners and their language learning journeys. One of the solutions developed was a prototype of a digital gateway bringing together Estonian language learning services.

    The project also introduced an innovative short-conversation format called Keelerulett, which enables participants to practise Estonian for one hour in randomly formed groups using predetermined discussion topics.

    The project involved the Ministry of Culture, the Integration Foundation, the Ministry of Education and Research, the Ministry of Social Affairs, the Estonian Unemployment Insurance Fund, and the Ministry of the Interior.
