1.6.6. Reason Reserve
The aim of the Reason Reserve project, is to develop the rules and technical solutions needed to enable Estonia’s public sector to use autonomous AI assistants safely in the future.
Today, people interact with the state themselves by completing applications, navigating between portals and managing information. In the future, these tasks will increasingly be carried out by AI assistants that act on people’s behalf automatically and in the background.

The project will address how tasks can be delegated to AI assistants securely, how they can be granted authorisation, engage in dialogue and carry out legally binding actions.
The project will also pilot at least one fully automated service between the public and private sectors, or involving an agent acting on behalf of an individual, without requiring human intervention. This could include applying for a permit or carrying out a procedure related to spatial planning.
Project duration: 2026-2028
The project is funded by the Public Sector Innovation Fund.
