Innovation Projects

"Spatial Data Hub" is the umbrella name for three projects that aim to harmonise and accelerate land-use decisions and planning processes for development projects through data-driven and automated tools. By making these processes more predictable, the projects also help strengthen investor confidence in Estonia.

1. Efficient Data Model-Based Planning Procedures focuses on accelerating planning decisions through data-driven planning, with the standardisation of planning data at its core.
2. Data Interoperability and Automated Preliminary Development Decisions focuses on ensuring interoperability between planning and construction data and data from the land cadastre, land register and environmental impact assessments. The project will test how developers, local authorities and other stakeholders can access standardised information in one place about restrictions and conditions established under different laws, and how automated spatial data tools can support decision-making at different stages of the planning process.
3. From Restrictions to Construction, Faster develops and tests preliminary decision-making solutions and automated checks based on spatial data from different fields, including data on private-law agreements, heritage protection, nature conservation and geology. The project will validate best practices and prototype decision-support tools that provide all stakeholders with a clear overview of the opportunities, restrictions and rules associated with a particular location. This will help accelerate decisions relating to construction and land use.
